On November 2, 2004, Proposition "O" was approved by the voters of the City of El Cajon, which increased the sales tax by 0.5% in the City to fund the development of the new Public Safety Center and other public facilities. The facilities that were replaced include the Police Administration and Headquarters, located at 100 Fletcher Parkway; Community Policing and Traffic Division, formerly located at 165 East Park Avenue; and Detective Division and warehouse storage for bulk property, located at 1035 Pioneer Way.
