Proposed municipal ordinance which would (1) reduce point-of-sale distribution and use of single-use plastic bags by businesses in the City of Solana Beach; (2) discourage the use of paper bags at the point-of-sale by requiring that retail businesses charge a ten cent fee per paper bag; and (3) encourage the use of reusable bags by retail shoppers.
