Document Description
NOTE: Extended Review Per Lead The project would involve the construction and operation of a Plasco Conversion System that would convert post-recycled municipal solid waste (MSW) into electricity, usable co-products, and residual wastes. The project would include the construction of a new plasma gasification facility on approximately 10 acres, located within the existing Johnson Canyon Landfill property, near the City of Gonzales, in unincorporated Monterey County. The project would include the construction and installation of a MSW receiving and sorting building, conversion processing facilities, electricity generation facilities, and utilities connections. Facility operation would include sorting of incoming waste (such as metals, recyclables, and unwanted inert materials), gasification of the MSW feedstock and sale of usable products. Together, these actions constitute the project. The Salinas Valley Solid Waste Authority (SVSWA) is a joint powers authority (JPA) that serves the waste diversion and disposal needs of approximately 270,000 people in the cities of Salinas, Gonzales, King City, Greenfield, and Soledad, as well as unincorporated areas of eastern Salinas Valley and southern Monterey County. SVSWA has prepared this IS to determine whether the project has the potential for significant effects on the environment.
