Document Description
This Variance and Minor Deviation request is related to the upcoming Elk Grove Boulevard / State Route 99 off ramp reconfiguration project. The interchange modification would alter the existing geometry of the off ramp from Highway 99 onto East Stockton Boulevard, and it would add a northbound onramp to Highway 99 from East Stockton Boulevard. These changes require relocating the entrance of the driveway to the adjacent shopping center. The relocated entry at the shopping center consists of a result of this relocation and reconfiguration; the preliminary improvement plans identify a net loss of two parking spaces with a potential loss of five parking spaces. The ultimate improvement plan will precisely identify the number of parking spaces to be removed. According to staff, this number will not exceed five existing landscape planter adjacent to East Stockton Boulevard whose width is less than the City's standard of 25-feet. Accordingly, the applicant has requested a Minor Deviation to the parking standards and a Variance from the minimum landscape requirements. The Minor Deviation and Variance would bring the center into compliance with title 23 of the Municipal Code. Without the requested entitlements there would be no mechanism to approve the on-site improvement plans for the interchange project.
