The County of Mendocino proposes to adopt an ordinance with the following general provisions: (1) It would become effective 6 months after adoption for full-line self-service retail stores with annual sales of more than $3 million and stores of greater than 10,000 s.f. that have pharmacies; and public eating establishments with drive-up take-out windows; and it would become effective 18 months following adoption for all other stores; (2) the ordinance would apply to businesses operating within unincorporated County of Mendocino; (3) Plastic single-use carryout bags would be prohibited, with limited exceptions; (4) Stores would be required to make reusable grocery bags available for purchase (or at no cost for limited time promotions); and (5) Stores may provide a customer a "recycled content" paper bag or a reusable grocery bag upon request, but shall charge a sufficient amount to recover the full cost of the bag. No charge will be required for recycled content paper bags of less than 250 cubic inches in capacity and recycled content paper gags of less than 440 cubic inches in capacity that are offered by public eating establishments.
