Document Description
The California Department of Fish and Wildlife (CDFW) is issuing Amendment No. 1 to Streambed Alteration Agreement 1600-2012-0088-R4 to the Permittee, Charles C. Holloway representing Los Angeles Department of Water and Power. The Project as originally permitted includes activities related to the construction and operation of a 250-megawatt net alternating current solar power generating installation. The Project consists of an approximately 2,298-acre plant site and associated transmission line that will develop a total of 2,301 acres. Project components in jurisdictional areas include impacts to jurisdictional washes resulting from the construction of three (3) Arizona-style crossings, improvements to an existing Arizona-style crossing, and desert tortoise-proof fencing associated with Arizona-style crossings at three (3) locations at the plant site boundary associated with a portion of Pine Tree Creek and an unnamed desert dry wash. No other ground disturbance or trenching will occur within jurisdictional desert dry wash and all other Project components and activities will maintain a minimum 50-foot no-disturbance buffer around the dry wash extent. Impacts to Mojave desert wash scrub habitat or specifically to scale broom (Lepidospartum squamatum), which is found in that habitat, will be avoided to the extent feasible, but minor encroachment and related impacts including scale broom removal may occur. Agreement Amendment No. 1 increases the total estimated area of disturbance from all Arizona-style crossings to Pine Tree Creek and the unnamed desert dry wash from 0.03 acre to 0.10 acre to accommodate the increased width of Project access roads.
