Consideration of Development Code Amendment DCA10-10226 and Specific Plan Amendment SPL10-10259, to establish a Transfer of Development Rights (TDR) program. This program will provide a mechanism to preserve open space and potential park sites identified within the City's General Plan and Main Street and Freeway Corridor Specific Plan from development by transferring the development potential of these sites identified as "sending areas" to other properties identified as "receiving areas"
