Santa Clarita Valley Sanitation District Chloride Supplemental EIR for the Brine Concentration and Limited Trucking Project

The proposed modification to the approved chloride compliance project is replacing brine disposal by DWI with brine concentration equipment at the VWRP, a truck loading station at the VWRP, and limited brine trucking (average of 6 truckloads per day during off-peak hours) to an existing industrial facility such as the JWPCP. The VWRP is located at 28185 The Old Road in unincorporated Los Angeles County, west of the Interstate 5 Freeway near the west end of Rye Canyon Road. The brine concentration process would involve an enhanced membrane system consisting of extensive pretreatment facilities combined with additional RO membranes. This technology would reduce the volume of brine requiring disposal and the resulting number of truckloads per day by 90 percent relative to the trucking alternative originally evaluated. All chemical storage tanks associated with brine concentration facilities would be provided with secondary containment in case of spill or storage container rupture. The brine concentration facilities and truck loading station would be installed at the north end of the VWRP near the proposed UV and MF/RO components of the approved chloride compliance project. To offset power demands of the brine concentration facilities, the proposed project modification may also include onsite power generation using solar panels and facilities to generate power from the digester gas already produced by the existing treatment facilities.
