The project is located in the City of Banning (City). The City of Banning is located in the San Gorgonio Pass Area and is served by I-10 as well as a network of arterial roadways and local streets. The City is proposing to amend the General Plan Circulation Element. The proposed General Plan includes a change to the acceptable LOS for roadway operating conditions from LOS C to LOS D. Additionally, the City is proposing to remove one designated interchange improvement at the I-10 from the Proposed General Street System identified in Exhibit III-6 in the Circulation Element. The future extension of Highland Home Road as an overcrossing at the I-10 would remain in the Circulation Element.
