Document Description
The Department of Toxic Substances Control (DTSC) is proposing to approve a Removal Action Workplan (RAW) for the Los Alamitos Elementary School - Railroad Easement site (Site) pursuant to authority granted under Chapter 6.8, Division 20, California Health & Safety Code. The objective of this Removal Action is to prevent potential exposure due to arsenic-impacted soil by removing arsenic-impacted soil located in a former railroad track easement. The Site was paved into its current condition as a parking lot for the Los Alamitos Elementary School; a small portion of the Site is unpaved but fenced and covered with plastic tarp and sandbags. The RAW focuses on the following activities: 1) excavate and transport approximately 3,832 cubic yards of arsenic-impacted soil to a licensed disposal facility via trucks; 2) import, place, and compact backfill materials; and 3) restore the project area a paved parking lot. A Draft RAW to address arsenic-impacted areas was approved for public review and comment on September 19, 2005; and, a Notice of Exemption (NOE) pursuant to the California Environmental Quality Act (CEQA) was prepared. However, the Draft RAW was not released for public review and comment, and the NOW was not filed. In 2007, DTSC was notified that Orange County Department of Education was terminating work on the project. In 2011, the Los Alamitos Unified School District was approved to use federal funds to implement the final RAW. To use such funds, DTSC determined that a more thorough analysis of potential environmental impacts due to this project is necessary via this Initial Study as an element of CEQA. RAW activities are anticipated to commence in Summer 2012 when the Los Alamitos Elementary School is not in session and be completed in approximately three weeks.
