Document Description
The project includes acquisition of the SR 125 toll road franchise lease which would enable SANDAG to reduce the toll rate currently being charged on the toll road. SANDAG simulated toll rate reduction to show that a reduction of up to 45 percent could be achieved over time if SANDAG operations expenses and financial reserve needs are reduced as forecasted. User of the toll road would benefit from lower tolls on the facility.

The purpose of the SR 125 toll reduction is to adjust the toll so that it aligns with the reduced operating expenses SANDAG anticipates for the SR 125 operation, maintenance, and debt service budgets compared to the higher costs associated with SBX ownership. The anticipated toll reduction would enable SANDAG to meet its operational and maintenance budget needs to service the debt incurred through the purchase of 125 assets and meet financial reserve needs and requirements.
