Document Description
The CDCR/Department has decided to convert Valley State Prison for Women (VSPW) to facility that will house level II adult male inmates. The current female inmates at VSPW will be transferred to other state women's prisons and, in accordance with the provisions of Assembly Bill 109 (2011), to local detention facilities. The Department will retain the Central CA Women's Facility and CA Institution for Women as its female prisons. The objective of this decision is to address a projected reduction in the number of female inmates housed in CDCR correctional facilities and, correspondingly, to assist in the ongoing need to reduce overcrowding in other prisons that house male inmates.

Reasons for Exemption
The lead agency has determined that the conversion of VSPW to a level II adult male prison is not a project subject to CEQA because the decision to convert will simply reorganize which inmates are housed in a particular prison and will not affect the physical environment.
