Land that is part of the Mission Bay South Plan of the Mission Bay Redevelopment Area. The project site is partially on land controlled by the University of California and is part of the UCSF Medical Center at Mission Bay, a project that has been approved by the UC Regents. The majority of the site is presently on land designated for a street right-of-way. The project would involve an encroachment permit for the proposed plaza and an air rights lease for future bridges. As the site would remain a public street right-of-way, the project would be consistent with the Mission Bay South Plan.
Document Description
The project includes construction of a public plaza at the MCMB site located on Fourth Street right-of-way between 16th and Mariposa Streets and adjacent land as part of MCMB Phase I. Fourth Street currently terminates at 16th Street. Fourth Street, adjacent to the MCMB site, has been planned as a City street but has not yet been constructed. Under the proposed Project, the City and County of San Francisco's planned pedestrian access and bicycle route on the Fourth Street right-of-way would be maintained, as well as emergency vehicle access. The proposed Project also includes implementation of various traffic improvement measures that require approval by the City and County of San Francisco. UCSF will seek City approval for the Project including the traffic improvement measures, to be implemented either as part of Phase I or by the time a traffic monitoring plan proposed as part of the Project indicates the measures are needed. At the time Phase II of the MCMB is proposed and constructed, two pedestrian bridges across Fourth Street are planned for the third and fourth floors of the Phase I and Phase II buildings. These improvements are included in the environmental analysis, but are not included in this design approval.
