Amendment to Clean Fuels Outlet (CFO) Regulation

Note: Functional Equivalent Document, Review per lead The proposed project is amendments to the Clean Fuels Outlet (CFO) Regulation. CA ARB adopted an environmental analysis for the Advanced Clean Cars Program (ACCEA), which included the CFO regulation. The CFO regulation ensures that fuels (electricity & hydrogen) are available to meet the needs of new advanced technology vehicles. A 15-day modification was approved, but wasn't submitted to the Office of Administrative Law by the statutory deadline. Subsequent legislation to provide funding for alternative fuel stations has been proposed; thus eliminating the need for a regulatory mandate if passed. If legislation doesn't pass, this amended regulation is submitted to preserve a regulatory backstop. It's the same as the previous CFO amendments & doesn't change conclusion of impacts in the prior ACCEA.
