To implement the Project, this would involve the adoption and implementation of a General Plan amendment and the Cordes Ranch Specific Plan (Specific Plan); the approval and implementation of a development agreement covering a portion of the Specific Plan Area; prezoning and zoning for the Specific Plan Area; annexation of the Specific Plan Area to the City of Tracy; and development of the Specific Plan Area consistent with the Specific Plan (collectively, the "Project").
