Document Description
CDFG is executing Streambed Alteration Agreement No. 1600-2011-0197-R6 pursuant to Section 1602 of the CA Fish and Game Code to the project Applicant, City of Lake Elsinore (Permittee), represented by Mr. Bob Brady, City Manager, 130 South Main Street, Lake Elsinore, CA 92530, phone (951)674-3124, fax (951)471-2791. The Permittee acting in their capacity as the CEQA lead agency determined this project to be categorically exempt from CEQA. The project is limited to the wetlands habitat enhancement activities within the 356 acre habitat conservation area known as the "back basin" of Lake Elsinore. The project consists of two elements, enhancing water flow through an existing channel and creating a new island and channel within Island II, and forming ribbon and bird loafing islands within the easternmost pond. Approximately 1,550 linear feet of new channel and a 250 s.f. pond will be created within the new channel on Island II. Approximately 50,000 cubic yards of lake bed and stream channel materials excavated from the channel on Island II will be used to form 18,650 linear feet of narrow, meandering, ribbon like islands and 1,200 linear feet of bird loafing islands in the easternmost pond. The excavated area of the new channel is approximately 3.6 acres within Island II. The ribbon and bird loafing islands will provide approximately 11 acres of surface area within the easternmost pond. This project entails temporarily impacting up to 15 acres of lake bed and stream channel for habitat enhancement activities.
