Document Description
Senate Bill 976, San Francisco Bay Area Water Emergency Transportation Response and Disaster Recovery Act ("Act"), was signed into law on January 1, 2008. This legislation created the San Francisco Bay Area Water Emergency Transportation Authority (WETA). Among other things, the Act gave WETA specified powers and duties, including but not limited to taking over the City of Vallejo's Baylink ferry service operation and related facilities.

The Transfer Agreement, the Ferry Building Lease, the LMI Ferry Facility Agreement, the First Amendment to Ferry Facility Agreement, and the Ferry Facility Lease/Sublease are each activities covered by the general rule that the California Environmental Quality Act ("CEQA") applies only to projects which have the potential for causing a significant effect on the environment and, therefore, is exempt from CEQA pursuant to Sections 15301 and 15061(b)(3) of the CEQA Guidelines.
