This IS and ND programmatically evaluates the City of Ferndale Housing Element Update (Housing Element), General Plan / Zoning Amendments (GP/ZAs), and the Historical & Cultural Resources Element (HCRE). It evaluates the effects that goals, policies, and related implementation measures proposed in the Elements would potentially have on the environment. The IS focuses on the secondary effects from adoption of the Elements and GP/ZAs and is not as detailed as a project-level IS. Project-level CEQA review will be required for development to occur.
