The modification of or construction of up to two wells for drinking water purposes, associated pipeline, and treatment plant component is located southeast of and in the Community of Tranquility, starting approximately 1,000 feet southeast of Contra Costa Avenue at the San Joaquin Valley Railroad (SJVRR), thence running in a northwesterly direction adjacent and southwest to the SJVRR for about 4,700 feet, and then crossing the railroad northwest of the Sonoma Avenue extension, to a treatment plant site. From the treatment plant site, the pipeline is proposed to continue adjacent to or in Colorado Avenue until reaching the District property which contains the existing 500,000 gallon storage tank, located between Colorado and Silveria, and between the extensions of Juanche and School Streets in the Community of Tranquility.
