The FRV Valley Solar Project is a proposal to construct and operate 3 solar photovoltaic power generating facilities that would generate a combined 115 megawatts of electricity, on three sites totaling 1,063 acres in unincorporated portions of Kern County, California. The project sites are within the jurisdictional boundaries of the Kern County General Plan. Currently; all the parcels are zoned A (Exclus. Agric) with map code designations 8.1 and/or 8.4.
The project includes proposed CUPs and General Plan Amendments to amend the Circulation Element of the Kern County General Plan. The GPA requests are to eliminate future road reservations along midsection lines of Sections 22 and 27, T30S, R29E, MDB&M and S34, T32S, R28E, MDB&M, in order to remove the required setbacks on the subject parcels. There are no existing roads developed along any of the subject midsection lines. In addition, the project includes a request to cancel Williamson Act Land Use Contracts on approximately 1,010 acres of farmland. 16 of the 19 parcels are under Williamson Act Land Use contracts (1,010 acres) and cancellation of the contracts is required.
