Document Description
The project is the approval of a Project Mitigation Plan (PMP) for the hot spot excavation and disposal of soil impacted with metals and petroleum hydrocarbons and the construction and operation of a soil vapor excavation (SVE) system for soils and soil vapor that is impacted with volatile organic compounds (VOCs). Lastly, land use covenant will be recorded to prohibit residential use or construction below utilities. The project is the final action for the site. The removals reduce the human health-based risk assessments to an acceptable standard for commercial use. The Community Redevelopment Agency of Los Angeles (CRA/LA) has slated this property for commercial development, and their Project covered the removal of debris from building demolition and construction of the infrastructure and the actual development under a separate project. This project does not include the demolition and associated debris removal and backfilling of hot spot soils, since those activities are part of the construction involving the installation of the infrastructure and building foundations.
