Time-Critical Removal Action, Interim Remedial measure Pilot Test Workplan The Department of Toxic Substances Control (DTSC) is proposing to approve a Time-Critical Removal Action pursuant to authority granted under Chapter 6.8, Division 20 of the Health and Safety Code (H&SC) and through an issued Imminent and Substantial Endangerment Determination Order and Remedial Action Order in April 28, 2010). The project proposes to install a subslab soil vapor extraction (SSVE) system and a subslab vapor monitoring (SSVM) system at the dry cleaner (709 Center Boulevard) and former Broadway Video store (711 Center Boulevard) within the Fair Anselm Center Site (Site). A maximum of twelve SSVE wells and approximately SSVM wells will be installed inside the former Broadway Video store to collect subslab PCE vapors from the gravel layer that underlies parts of each ground floor address (701, 709, 7011, and 713 Center Boulevard) at the Site. And a maximum of three SSVE wells and approximately three SSVM wells will be installed inside the dry cleaners. The final number of wells will be determined during the pilot testing period after sampling collections are taken at these locations. These SSVE wells will be connected to a treatment system located inside the former Broadway Video store or in the adjacent parking lot.
