The General Plan establishes the goals and policies upon which the City Council and Planning Commission will base their decisions. The General Plan will identify the types of land use change that will be allowed, the spatial relationships among land uses, and the general pattern of future development over the long term within the City's planning area. The 2035 General Plan will contain written text with policy direction, as well as policy diagrams illustrating the location of future land uses, circulation systems, open space, and other features. Each Element will have goals, policies, and implementation programs that will guide land use and development decisions.
