Caltrans is cooperation with the City of Fresno proposes to make improvements to Herndon Avenue at SR-99 including installing signals, widening the roadway and ramps, and removing the southbound off-ramp (Grantland exit). The City of Fresno is the project sponsor, and Caltrans is the lead agency under the CEQA. Funding for the project is being provided by private developer fees.
