- The CA DFG is executing Lake or Streambed Alteration Agreement number 1600-2011-0125-R2, pursuant to Section 1602 of the Fish and Game Code to the project applicant, City of Elk Grove. The HHWCF access road requires the construction of a crossing over the Grant Line Channel. The Grant Line Channel is an ~50 foot wide (top of slope to top of slope), naturally lined, intermittently flowing drainage channel that was determined to be a jurisdictional water of the United States in 2007 (SPK-2007-01014). The Grant Line Channel crosses under existing Grant Line Road via dual 66-inch culverts and continues to flow south and east through the project limits, ultimately out-falling to Deer Creek. The project includes construction of 1,300 linear feet of roadway with dual 60-inch box culverts at the Grant Line Channel. The roadway embankment slopes at the channel crossing will be 2:1 (horizontal: vertical) or flatter.
