Document Description
This is to advise that the Contra Costa County Flood Control and Water Conservation District has approved the Contra Costa Water District (CCWD) project described below and made determinations regarding the described project. CCWD published a Mitigated Negative Declaration (MND) Supplement for the Shortcut Pipeline Improvement Project – Phase 3 in March 2022 which was approved and adopted by the Board of Directors of the Contra Costa Water District in May 2022 (SCH#2011092059). The purpose of the project is to install approximately 2,000 feet of twin 36-inch High-Density Polyethylene pipeline pipelines under Walnut Creek between the Marathon Refinery and Conco using horizontal directional drilling construction methods. Construction will require a grant of easement from District to CCWD on a portion of the District-owned parcel APN 159-260-XXX. A District Flood Control Encroachment Permit (FCP# 629-21) will be issued to CCWD to install geotechnical instrumentation equipment and to monitor the drilling efforts. The District considered CCWD’s MND Supplement and found it to be adequate; there are no changes in the project or circumstances, or any new significant information that would require any further subsequent or supplemental environmental review. Conveyance of the easements that are within the District’s authority to address would not result in environmental impacts.
