The SCPL is a cement-mortar-lined and coated steel water supply pipeline that was built in 1972 and conveys untreated water from the Contra Costa Canal near Clyde to the Martinez Reservoir. The District has identified critical repairs and improvements needed to ensure reliable long-term water supply using the SCPL. The SCPL Improvements Project (Project) Includes access road construction and infrastructure rehabilitation activities, followed by permanent and long-term ongoing operations and maintenance (O&M) activities.
