Document Description
Rule 459 applies to coating, coating removal (stripping), surface preparation, and cleanup operations for automotive, truck or heavy equipment finishing or refinishing operations. It regulates the use and sale of coatings and solvents within the District. Manufacturers and suppliers of coatings and solvents are prohibited from selling materials that do not comply with this rule. The amendment will satisfy a State Implementation Plan (SIP) commitment to reduce Volatile Organic Compound (VOC) emissions from this source category.
