The RTP/SCS contains three main components. The RTP includes the transportation goals, policies, programs, and implementation measures of the Transportation Element of the Regional Plan Update. The RTP also includes a list of transportation and water quality projects that constitute the transportation strategies intended to implement the adopted goals, policies, and programs. The SCS includes both transportation and land use strategies; the SCS land use scenarios evaluated in the EIR/EIS consist of the land use alternatives under consideration as a part of the Regional Plan Update environmental review.
