Document Description
The City of Richmond proposes to adopt the Bicycle Master Plan and the Pedestrian Plan, and to construct two recommended projects: the Carlson Boulevard Project and the Harbour Way Project identified in both plans. The plans are analyzed together at a programmatic level and two recommended projects are analyzed at a project level. The Carlson Boulevard Project and Harbour Way Project involve multi-phased streetscape, pedestrian, and bicycle improvements, which include road width reductions (also know as "road diets"), installation of bicycle lanes, pedestrian-scale lighting, medians, and curb extensions. The plans are intended to guide the future development of bike and pedestrian infrastructure in the City, and in doing so reduce the use of motor vehicles, and improve connectivity and public health.
