The District imports Oilfield Produced Water from Valley Waste Disposal Company, Chevron North America and Schaefer Oil Company, pursuant to approved discharge permits from the Central Valley Regional Water Quality Control Board. A total of 385,598 acre-feet of OPW has been delivered to the District for irrigation and groundwater banking through 2010. The OPW enters the District's distribution system in Reservoir "B" and Reservoir "C" where the OPW is blended with Kern River water, State Water Project water other water and/or groundwater for reduction of the boron and electrical conductivity content prior to delivery for irrigation of agricultural crops within the District. The OPW is delivered continuously to the District and during the winter months of the year, with minimal irrigation demands, the OPW has been discharged in Poso Creek and the adjacent basin for groundwater recharge and banking. The proposed project and the purpose of this EA is to evaluate the environmental factors potentially affect by the discharge of the blended oilfield produced water in the existing Famoso Groundwater Banking Project recharge basins.
