Document Description
The purpose of the Wetlands Enhancement Project is to expand areas for aquatic and riparian vegetation in the existing 356 acre mitigation wetlands consistent with the conservation values stated in the Conservation Easement Deed. The project consists of excavating two new channels and one open water small pond on the existing large Island-II, then utilizing the excavated materials to form shallow water islands in the existing large southeast pond. The newly constructed channels and shallow water islands will be planted with riparian and aquatic vegetation. In addition, two existing channels surrounding Island-II are periodically dry, especially during the summer months. This is due to the poor design of the water infrastructure that connects the channels to the wetlands. The dry channels do not support riparian/wetlands habitat. The existing water infrastructure will be improved in three separate locations to permit water to properly circulate around Island-II.

Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed projects has no potential to cause significant adverse effects on the environment and will serve to enhance habitat conditions and water quality. Categorical Exemption Class 4 consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees. Section 15304(d) states that the minor alteration can occur on existing designated wildlife management areas or fish production facilities, which result in the improvement of habitat. The City of Lake Elsinore (City) owns title to 356 acres of a designated wildlife management area known as the "Back-Basin". The project calls for minor alteration (11 acres of the 356 acre Back-Basin area) of land, water, and vegetation for the purpose of improving habitat and water quality. The exceptions to the issuance of categorical exemptions have been evaluated for the proposed project activities and the project has been determined not to have a potential to cause significant adverse environmental effects as a result of any of the exceptions. Therefore, this proposed action is not forecast to cause any potential for significant adverse environmental impacts and qualifies with the requirements for Class 4 exemptions.
