Document Description
Approval of a Removal Action Workplan (RAW) by the Department of Toxic Substances Control (DTSC) pursuant to California Health & Safety Code, chapter 6.8, Article 2, Section 25323.1 and 25356.1 (h) as prepared and submitted on March 2011 by USR Corporation Americas (USR) for the DTSC. Activities to be conducted as contained in the approved RAW include installation of approximately five groundwater monitoring wells either at the Site and within the right of way of City ouwed streets and extracting groundwater contaminated with excessive levels of benzene, 1, 2-dichloroethane (1,2-DCA), 1,2-dichoropropane (1,2-DCPA), and carbon tetrachloride (CTCL) from the one new monitoring well and from six existing monitoring wells. The extracted groundwater would be pumped into a large volume (21,000-gallon) portable tank. After the tank is filled, the groundwater would be pumped through a series of two carbon filter into a second portable tank, where it would then be sampled for VOCs. After the analytical results show the treated groundwater meets permit requirements, the treated groundwater would be discharged into the storm drain system through a drain inlet located on site. Semi-annual groundwater monitoring of all site monitoring wells will be continued to establish trends in contaminant concentrations and migration patterns and verity that Remedial Action Objectives (RAOs) are being achieved. Institutional controls will be in place and Batch Groundwater Extraction and groundwater monitoring will be conducted semiannually.

Reasons for Exemption
General Rule: Cal. Code Regs., tit. 14, Section 15061(b)(3) DTSC has determined that there is no possibility that the project would have a significant effect on the environment and is, therefore, exempt from the provisions of California Environmental Quality Act (CEQA) and the Guidelines for the following reasons: 1. The project is a cleanup action to be taken to prevent, minimize, stabilize, mitigate, or eliminate the release or threat of release of a hazardous waste or substance. 2. The project is a removal action costing $1 million or less. 3. While the site is on the Hazardous Waste and Substance Sites List pursuant to Government Code section 65962.5, for soil and groundwater contamination, the proposed activity is a remedy for that contamination with the objective of removing the site from the List. 4. The project will not have a significant effect on the environment due to unseal circumstances. 5. The project will not result in damage to scenic resources, including but not limited to, trees, historic buildings, rock outcroppings, or similar resources, within a highway officially designated as a state scenic highway. 6. The project will not cause a substantial adverse change in the significance of a historical resource. 7. The project will not require onsite use of a hazardous waste incinerator or thermal treatment unit. 8. The project will not require the relocation of residences or businesses. 9. The project will not involve the potential release into the air of volatile organic compounds as defined in Health and Safety Code section 25123.6 [10. 10. The cumulative impact of successive project of the same type on the same place, over time, if there are any, will not be significant. 11. The project will be consistent with applicable State and local environmental permitting requirements including, but not limited to: (a) offsite disposal; (b) water quality standards, e.g., waste discharge requirements or storm water discharge requirements issued by the State Water Resources Control Board or an appropriate Regional Water Quality Control Board; and (c) air quality rules such as those governing volatile organic compounds and approved by the regulatory body with jurisdiction over the Site. 12. DTSC will be overseeing the project and have provision in its contract to stop work at its discretion. A Site Health and Safety Plan have been prepared to protect the worker and the public during the removal action. The Health and Safety Plan will be prepared in accordance with state and federal requirements Title 8 CCR 5192 and 29 Code of Federal of Regulation (CFR) 1910.120.
