Document Description
Approval of a Removal Action Workplan (RAW) by the Department of Toxic Substances Control (DTSC) pursuant to California Health & Safety Code Chapter 6.8, section 25323.1 and 25356.1 (h). The RAW focuses on excavation and removal to mitigate soils impacted with elevated levels of organochlorine pesticides (OCPs), mainly chlordane and dieldrin, and lead in the vicinity of the former residential structures, garages and sheds in selected areas of the site. The source of the OCPs in site soil appears to be historic termite abatement activities (spraying/injection) in the area under and around the base of the buildings. In addition, lead-based pain appears to be the source for the identified lead contamination at the site. The site is bounded by residential properties and vacant land to the south; Allen Street, Meadowbrook Recreation Park, and residential properties to the west; residential properties to the north, businesses and vacant lots to the east.

DTSC has determined that the project is a Class 30 categorical exemption project (as provided in California Code of Regulations, title 14, sections 15300.2 and 15330) and is, therefore, exempt from the provisions of California Environmental Quality Act (CEQA) and the Guidelines. The project is a cleanup action to be taken to prevent, minimize, stabilize, mitigate, or eliminate the release or threat of release of a hazardous waste or substance.
