Document Description
Pursuant to Health and Safety Code, chapter 6.5, the project is the Department of Toxic Substances Control's (DTSC's) approval of a Class 1* permit modification to the Hazardous Waste Facility Post-Closure Permit (PC-94/95-3-03) for the Santa Susana Field Laboratory (SSFL), Area II (EPA Identification Number CA 1800090010) to amend the closure plans for three (3) Groundwater Treatment Units (GWTUs). A Class 1*permit modification requires approval by DTSC prior to implementation. In a letter dated January 28, 2011, The Boeing Company (Boeing), the GWTUs operator, submitted to DTSC a permit modification notification to revise closure plans for the 3 GWTUs, which are owned by the National Aeronautics and Space Administration (NASA). The notification enclosed the "Closure Plan for Area II Groundwater Treatment Units," (Closure Plan), dated January 2011. Revisions to the closure plans were necessary to address current closure requirements and comments provided by DTSC in a letter dated January 6, 2011. The Closure Plan also changed the procedures for decontamination of facility equipment and structures, provided for more frequent samples, and extended the closure period from 180 days to approximately 316 days. DTSC provided comments on the Closure Plan in a letter dated May 20, 2011. In response, The Boeing submitted a revised Closure Plan (Revision 1.0, May 2011) on June 7, 2011.
