The project is exempt under the "General Rule Provisions," [CEQA Guidelines, Section 15061 (b)(3)]. Most of the proposed amendments are administrative in nature and have no physical effect on the environment. The few code modifications that may have a physical change on the environment (i.e. application of the RS-6 zone districts standards to single-family homes in non-residential or multi-family residential zones) are minor in nature and do not raise this project to a level of significance that warrants further CEQA analysis because the intensity of the allowable development is not changed or is reduced.
