Document Description
The project is the replacement of the existing water service well serving the Gridley Farm Labor Housing Project Site. The project would consist of the boring of a new well, the construction of the required well-head infrastructure, installation of the required water pumps and well-screening equipment and the closure and removal of the existing well and associate support equipment pursuant to Butter County Public health requirements. The well is being replaced due to the high probably of short-term failure of the existing well system due to significant aging, well deterioration and equipment functionality.

Reasons for Exemption
Section 15629 of the California Environmental Quality Act (CEQA) provides a Statutory Exemption for "Emergency repairs to publicly or privately owned serviced facilities necessary to maintain service essential to the public health, safety and welfare." As described above, the project is the replacement of the existing water service well serving the Gridley Farm Labor Housing Project Site. The well is being replaced due to high probability of short-term failure due to significant aging, well deterioration and equipment functionality. The existing well system is the only source of water to the project site and provides potable water for all purposes to include human consumption, fire protection, operation of a public health clinic, irrigation and general resident use (washing bathing, etc.). The existing well is over fifty (50) years old and has exceeded its anticipated and designed life cycle. Due to the project's rural location, there is not an ability to connect to a developed municipal water system for source supply. The well is the only source of water to site and its residents. The well has been determined to be functionally obsolete by a licensed civil engineer and has been recommend to be replaced in total due to the condition of the existing well and associated equipment. The new well facility will serve only the existing residents and structures on the site and will not be sized to accommodate a future expansion of the on-site uses.
