Reasons for Exemption
General Rule Exemption The project qualifies for CEQA Sec. 15061b3, General Rule exemption as it proposes the division of two legal parcels into three new parcels. Based on current zoning designations, the project would increase the number of primary residential units from 2 to 3 and well below the 14 unit maximum allowable by zone. This increase of one additional unit is not significant enough to create additional population dependent impacts such as increased traffic, overuse of public facilities, significant impact to community character, etc. The subject site is partially encumbered by the 100 year floodplain; however, the existing and future buildable areas are located outside of the flood plain. The project site does not contain any major slopes or prominent topographical features; rare, endangered or regionally significant species of native flora and fauna, or known culturally significant archeological sites. Furthermore, the implementation of standard County conditions of approval would prevent the project from creating significant impacts to the environment.
