Document Description
CDP and SDP to permit previous emergency work and on-going maintenance of the Tijuana River Pilot and Smuggler's Gulch channels to restore storm water conveyance capacities to reduce the risk of flooding to the surrounding properties. The project primarily consists of maintenance dredging of the Pilot Channel and a portion of Smuggler's Gulch in the Tijuana River Valley. The Pilot Channel was initially constructed in 1993; Smuggler's Gulch, within the project site, is a historical agricultural ditch. Both channels had been inconsistently maintained since 1993 until emergency permits were issued to clear sediment and debris build-up resulting from heavy rains in 2009 and 2010. For purposes of the CDP/SDP application and to maintain clarity, the baseline for determining the extent of project impacts that have already occurred, as well as those that are anticipated under the project in the future, are the conditions of the site prior to the emergency dredging that occurred in 2009 (i.e., September 2009).
