The proposal is in compliance with the General Plan and Zoning Ordinance.
Document Description
An Amendment to Special Use Permit No. PSP 92-091 to allow a 20-acre expansion to an ~87 acre solid waste recycling and manufacture of composting fertilizer facility in the AE-40 Zone. Currently, 35 acres of the 87-acre site is being utilized for the composing rows, a ponding basin, and areas for equipment storage, finished compost, and stockpiling of green waste. The proposal will add an additional 20 acres of composing rows, equipment storage areas and a drainage pond. The remaining acreage contains open space, feed lots, alfalfa crops, and office buildings. Tulare County Compost & Biomass, Inc. is proposing to expand its operation to a 20-acre portion of a 60-acre parcel located adjacent to the west of the current 87-acre facility. The 20 acres would be an extension of current operations and will be utilized for additional rows to accept additional green waste and other materials used for composting. This use permit will void and supersede all previous use permits and amendments for the subject site and will incorporate all previous findings, conditions of approval, and mitigation measures, if applicable.
