Document Description
The project involves the construction and installation of wind turbine generators (WTGs) and supporting infrastructure to operate them as a wind power generation facility. The ITP and Minor Amendment No. 1 authorizes take of Bakersfield cactus and desert tortoise, species designated as endangered and threatened, respectively, under the California Endangered Species Act. Major Amendment No. 2 revises the project description in order to reduce the number and size of WTGs, increase the length of the overhead transmission lines, eliminate the Operations and Maintenance facility and concrete batch plants and reduce the number of meteorological towers. Major Amendment No. 2 also reduces impacts to Bakersfield cactus and desert tortoise habitat from 798.1 acres to 544.64 acres of permanent habitat impacts and from 114.8 acres to 85.73 acres of temporary habitat impacts. CDFW issued the ITP as a responsible agency under the CEQA, relying on an EIS/EIR and Supplemental EIR prepared and certified for the project by the lead agency, County of Kern.
