Document Description
The Project involves the construction and installation of wind turbine generators (WTGs) and supporting infrastructure to operate them as a wind power generation facility. The ITP, Minor Amendment No. 1 and Major Amendment No. 2 (collectively, the ITP, as amended) authorize take of Bakersfield cactus (Opuntia basilaris var. treleasei) and desert tortoise (Gopherus agassizi), species designated as endangered and threatened, respectively, under the California Endangered Species Act. Minor Amendment No. 3 changes the compliance monitoring schedule to daily during O&M activities and changes reporting compliance monitoring activities during the O&M period to annually to make the language consistent with other language in the ITP. CDFW issued the ITP, as amended, and Minor Amendment No. 3 as a responsible agency under the California Environmental Quality Act (CEQA), relying on an Environmental Impact Statement (EIS)/Environmental Impact Report (EIR) and a Supplemental EIR prepared and certified for the Project by the lead agency, County of Kern.
