Caltrans proposes to reconstruct the Betty Drive/State Route 99 Interchange in the community of Goshen, Tulare County, California. Betty Drive would become a through-road connecting to the realigned Riggin Avenue on the east side of the interchange, and to Avenue 308 on the west side of the interchange.
