Note: MND/EA Caltrans proposes to reconstruct the Betty Drive/State Route 99 Interchange (post miles 39.6/41.3) in the community of Goshen, Tulare County, CA. Betty Drive would become a through-road connecting to the realigned Riggin Avenue (Avenue 312) on the east side of the interchange, and to Avenue 308 on the west side of the interchange. The Goshen overcrossing structure would be removed and replaced with a new overcrossing structure. Existing ramps at the Betty Drive Interchange would be realigned.
