Note: Extended review per lead Note: Functional Equivalent Document / Review Per Lead In June 2010, the ARB staff prepared a staff report with a proposed set of voluntary, binding agreements with BNSF Railway and UPRR to reduce emissions of toxic diesel particulate matter (PM) at four railyards in Southern CA with high estimated health risks. We refer to these agreements as the 2010 Commitments. The four railyards are the BNSF San Bernardino and Hobart Railyards, and the UP Commerce and ICTF/Dolores Railyards. Staff prepared a supplement to the June 2010 Staff Report (July 2011) which includes an expanded evaluation of the potential environmental impacts of the 2010 Commitments we refer to as a CEQA functional equivalent document (FED).
