Document Description
The proponent, proposes to protect three locations on an existing pipeline where the pipe has been exposed by erosion. At two locations, the proponent will install permanent flexible concrete revetments and toe protection. At the third location, the proponent will install a permanent grout-filled "geotextile mattress" over the exposed pipeline. To be clear, the Project does not entail repair of damaged pipe that is leaking product. Approximately two to three weeks will be necessary to complete the project. All surplus constructions materials and excess soil will be removed upon Project completion, and soils used in the channels will be stabilized.

Reasons for Exemption
The project conforms to State CEQA guidelines Section 15301 that the proposed repairs will involve "...negligible or no expansion or use beyond that existing at the time of the lead agency's determination," and the "restoration or rehabilitation of deteriorated or damaged structures...to meet current standards of public health and safety..." The test that damage is not substantial and did not result from an environmental hazard is met because the damage being repaired was not the direct result of a specific environmental hazard such as flood.
