Document Description
Upgrade to existing central plant facility for energy efficiency and install a fuel cell facility of 7350 s.f. to increase on-campus generating electrical capacity. The facility is located in the center of campus directly adjacent and contiguous with the campus HVAC-Central Plant, facility #5. Project will reduce campus carbon footprint.

Reasons for Exemption
This project is determined to be categorically exempt from CEQA as it complies with the terms as set forth in Class 29(B). This project consists solely of the installation of a fuel cell facility adjacent to the existing campus central plant facility. This project will comply with Class 29(B) 1. In that the emissions developed to generate the 1.4 megawatts of electricity is less that created by the serving utility facility resulting in a net reduction of emissions and it will satisfy the requirements as set forth in Class 29 (A) 2 in that the proposed facility will comply with all applicable state and federal air quality acts. In addition the installation will result in no noticeable increase in noise [29 (b) 2] and is located contiguous with the Central Plant facility of the campus. The project which includes underground high voltage distribution to the point of connect to public utility grid also within campus boundary, is to be located on area currently paved and fenced or pre-disturbed and will not impact any native or undisturbed land and is located within the service area of the facility and is not near any campus perimeter boundary, it is determined that no environmental impact will result from this project.
