Document Description
The action includes transfer of 250 acres located on Skyview Drive on the western edge of the City of Cloverdale, generally known as Clover springs, APN 115-230-042 *the "Property"), from the Sonoma county Agricultural Preservation and Open Space District (the "District") to the City of Cloverdale for scenic and natureal resource protection and recreational and educatioal use. The District purchased the Property in 2007 with the intention of eventual transfer to the City, in return for conveyance by the City of a conservation easement to the District (the "Easement"). The Easement is intended to protect the natural resources and scenic, open space values of the Property while permitting low-intensity outdoor public recreation.

Reasons for Exemption
Acquisition of the Property and conveyance of a conservation easement to the Didstrict are exempt because acquisition of the Property by the City is not a project as that word is defined in Section 15378 of Title 14 of the California Code of Regulations ( the "CEQA Guidelines")' alternatively, pursuant to Section 15317 of the CEQA Guidelines the activities are exempt because the purpose of the acquisition and grant of the conservation easement is to maintain the open space character of the area; and alternatively, pursuant to Section 15325 (a) (c) and (f) of the CEQA Guidelines the activities are exempt because the purpose of the acquisition and the conservation easement is to preserve existing natural conditions, to restore natural conditions and to preserve lands for park purposes.
