Document Description
The Modernization Project Preffered Alternative (Alternative 11) would complete construction and begin operation of a replacement Hydrogen Plant Replacement and a collection of new equipment improvements that remove naturally occurring sulfur contained in feedstocks processed at the Facility (collectively, the Sulfur Removal Improvements). The Project would also construct related infrastructure improvements to Facility piping, utility lines, and electrical systems. The Project also includes several integral equipment components that would reduce air emissions from Facility operations (the Emission Reduction Project Components) and further Project Design Features proposed to avoid or minimize environmental impacts. The Project includes a restriction of the Refinery's future physical Greenhouse gas emissions so as to not exceed the average baseline level (4,602,947 MT/yr.) and would also limit the sulfur removal to 750 long tons per day.
