Document Description
The proposed project is the annexation of 22 parcels totaling approximately 383 acres into the Delhi County Water District in order to extend water and sewer services to these parcels in the future. No construction of infrastructure is to be implemented as part of the project; it is only the annexation of land into the District. All land is to be annexed into the District is within the Delhi Community Plan boundary and is designated as various urban uses in that plan. Future construction of infrastructure or any other "urban" development will be subject to subsequent environmental analysis. An EIR was prepared and certified for the Delhi Community Plan. This EIR analyzed environmental impacts attributed to the conversion on land from predominantly agricultural uses to urban uses (e.g. biological, aesthetics, agriculture and cultural/historical), as well as other environmental factors in relation to community plans (traffic, geology, hydrology and etc.).
